Peters explained the underlying problem is short, intense storms in small closed basins and noted recent events included 2.5 inches in 20 minutes — an intensity that maps to roughly a 100‑year event for the basin. He said the project (Transform 3‑86) includes a force main and upgraded pump station configuration that isolates industrial pumping from Mill Lake and can be operated to avoid raising Mill Lake’s elevation. A council member asked whether industrial pumping could cause Mill Lake to overflow; Peters replied that the design reserves pumps and includes gates so industrial pumping will not increase Mill Lake’s elevation.
The presentation also covered operational details (exfiltration systems with no outfall at private properties, digital elevation modeling showing closed catchment areas) and existing, limited pump capacity installed years ago to shorten flood duration but not prevent it. Peters opened the floor for questions after the presentation; no formal vote was required on the briefing itself.
