RVAMAC minutes contractor contract called 'unenforceable' after new PBS requirement

Members of the Round Valley Area Municipal Advisory Council were told that PBS now requires a formal 17-page written contract for preparation of MAC minutes, a change that the council was told could render the existing contract with Kay Richards unenforceable.
Council members expressed concern about back pay and about how actions taken during meetings would be documented if minutes cannot be produced. Kathy Britton said members had been advised by County Counsel that "the Brown Act does not require minutes to be taken," but several attendees asked how agendas and reimbursement for purchases made at meetings could be supported without official minutes. John Haschak said he will check with the Laytonville MAC about their procedure for minutes.
