Jocelyn Francis briefed council that inspectors and contractors found extensive failures across structure, sanitation, electrical, mechanical and plumbing systems and that no occupants have lived in the building for a long time.
Because property owners have not remedied the conditions, staff recommended filing a civil complaint for nuisance abatement and petitioning the court to appoint a receiver to cure the property. Council voted unanimously to authorize filing the complaint and seeking a court receiver; staff and the city attorney’s office said the receiver would remediate the property and the city would be repaid from the property sale or owner reimbursement per standard receiver practice.
