Council weighs joining Coalition of Greater Minnesota Cities for advocacy, staff to return with resolution

Bradley Peterson, an attorney and lobbyist who manages legislative work for the Coalition of Greater Minnesota Cities (CGMC), described services the coalition offers small cities—lobbying on Local Government Aid (LGA), grant and PFA guidance, transportation funding, and legal/regulatory assistance. "CGMC is Greater Minnesota's voice," Peterson said, explaining the organization’s policy process, regional meetings and member services.
Peterson explained dues are phased in over four years, with a per‑city fee that will be finalized in July; he said the coalition can model impacts on a city’s LGA and other funding. Council members said the organization could provide useful advocacy as Montrose pursues wastewater regionalization and other infrastructure projects; staff noted membership costs would be addressed in the 2027 budget and offered to provide a sample resolution for the council to consider.
No formal membership vote was taken. The council asked staff to include a potential dues line in the next budget draft and to provide a sample membership resolution and final dues estimate once CGMC confirms the schedule.
