Deputy city attorney explains recusal; board member steps aside but later addresses the board

Deputy City Attorney Jamie Raymond provided a procedural explanation after the board opened consideration of Item 6.1, noting that Board Member Winn had recused himself at the prior meeting because he had earlier submitted letters to the city in his capacity with the Historic Preservation Society.

"Board Member Winn recused himself for a potential conflict of interest... in his capacity as a member of the Historic Preservation Society, board member Winn submitted letters to the city taking a position on this project... the recommendation was made to Board Member Winn to recuse himself on this project on that basis," Raymond said, describing the fairness standard that underlies the advice. Winn confirmed he was following city attorney guidance and that he would recuse but asked for three minutes at the podium to explain his views. Later in the meeting staff asked Winn to rejoin the dais after the vote.
