Staff revised resolution language (condition 25) to record that inclusion of a pool would be inconsistent with the growth policy and the resolution was brought back for transparency; no new vote was required.
Buffo also reported that, following recent city council approvals, Avalon has 402 transient rental licenses approved of a 410 cap and that staff expect additional applications in the coming months. Planning staff described ongoing testing of a new host-compliance system—using a test short-term rental account under the name "Matt Baker"—that immediately notifies hosts of complaints, starts a 30-minute response clock, and records complaint outcomes for potential future enforcement including revocations.
