A West Linn planning advisory committee met to review a draft zoning overlay for the Highway 43 corridor designed to encourage redevelopment by loosening some commercial design and coverage rules.
Staff described three focus areas along the corridor and said the proposal would create a flexible, mixed‑use zone intended to “remove some of the barriers” and give property owners options that could spur redevelopment. “So all all 3 focus areas, the intention would be it would all get resettled with the same misuse zoning,” the presenter said, framing the overlay as a targeted tool rather than a city‑wide change.
Committee members pressed staff on how the overlay differs from existing general commercial code and whether the change could unintentionally affect downtown commercial rules. Staff said the overlay would be limited to Highway 43 and that an overlay approach was intended to avoid applying identical changes citywide. The committee asked staff to return with refined language that ties height, frontage and design changes to the three focus areas rather than using a single, blanket standard.
