In related council business, City Manager Mary Maycomber briefed council on a unique, city‑owned triangular parcel at 1402 South Orchard where a building appears to encroach over a property line. Maycomber said the property’s primary municipal value is that a water main runs through it and that the city did not previously realize it owned the parcel. She recommended staff work with the adjoining owner, proceed with a survey and an appraisal (noting the appraisal cost), and pursue a negotiated resolution. Council expressed general agreement to allow staff to proceed.
