The Kirksville City Council on a voice vote approved Ordinance 2026‑32, which amends Chapter 2 (Administration) of the Kirksville Municipal Code to clarify the duties of the city manager and to set a $4,999.99 threshold for department-head contract signature authority. City Manager Mary Maycomber told the council the revisions align the municipal code with Missouri statutes and with the city’s risk‑management process.
"They are outlined in the statutes of the state of Missouri," Maycomber said, explaining the intent to make contract authority explicit so expectations are clear with a new city manager. She added that deputy city manager review and quarterly risk‑management meetings are part of the suggested checks before execution. Council approved the ordinance on first and second reading at the meeting.
