Council sets 200-word candidate-statement limit and directs candidate-paid printing for June election

City staff presented three required resolutions to move forward with the June 2, 2026 municipal election: (1) a resolution calling and giving notice of the election, (2) a resolution requesting Los Angeles County to consolidate election services, and (3) a resolution adopting regulations for candidate statements.
Council discussed candidate-statement word limits and printing costs. After council consensus, staff said the council preferred a 200-word limit for candidate statements and that candidates should generally pay printing and translation costs, while a hardship-exemption form (modeled on county assistance forms) would be available for candidates who qualify.
"So the taxpayer would pay. So I do want to mention that the candidate statement is not a requirement," staff said while explaining the process and the availability of an exemption for qualifying candidates. Council then moved and adopted the election resolutions and directed the city clerk to publish the notice of election for the June ballot.
Separately, council considered tie-resolution procedures in the event of an exact vote tie and opted to allow a tie to be decided by lot for this election only rather than adopt an ongoing special-runoff resolution. The decision was taken to avoid the cost of a special runoff election, and council specified the method (drawing names) to be used if a tie occurs for this election only.
