Board approves multiple FY26 carry-forwards, including drone shoreline work

The Select Board on July 28 approved a slate of carry-forward budget requests to move unspent FY2026 funds into the new fiscal year. Finance staff said these are remaining funds that were planned for but not spent before June 30; items approved include $1,475 for code-enforcement drone shoreline video, short-term rental (STR) software funded by a grant, insulation work at West Station, pilot-license training ($225), bulk cots and a Starlink kit for civil emergencies, and other unfinished facility improvements.
Colleen, the finance presenter, explained that carry-forwards require available funds and a positive account balance and that the requests generally add to the current year budget to complete projects that ran past the fiscal year-end. After discussion about individual line items, a member moved to approve the carry-forwards as presented and the board voted 4-0 to adopt them.
Staff noted that some grant-funded purchases (for example the STR software) have constraints — if grant rules disallow the carry-forward, the town would have to return funds or use them consistent with the grant terms. The board asked staff to clarify any grant restrictions where applicable.
