He emphasized the sewer fund is an enterprise funded by user fees rather than general-tax appropriations and that the department carries cash reserves for emergencies.
White described aging clay pipe and flat grades in the 'flats' neighborhood (Rochambeau/Cross/Higgins) that have led to recent emergency repairs (for example, a 170-foot replacement this year) and argued for prioritizing pump-station upgrades ahead of some line replacements so the system remains operable while coordination with DPW allows shared road/paving work later.
The committee discussed funding mechanisms and the potential need for additional appropriations or grant support for related projects. The CIP committee recorded the need and will forward the matrix to budget decision-makers; no appropriation was made at this meeting.
