"The approach to cost per avoided ignition will be provided in the forthcoming WMP guidelines," Will Dendon said, adding that Energy Safety envisions the metric being considered alongside benefit‑cost ratios and other multi‑attribute approaches rather than as an exclusive determinant of cost recovery. Staff also said that RDF outputs may provide useful inputs to the new metric but do not substitute for its specific calculation requirements.
Staff invited comments on how cost‑per‑avoided‑ignition methodologies should interact with other established frameworks and indicated they will propose a methodology in the draft guidelines for stakeholder review.
