Sean Sheridan described a multi-step dispute over a stair construction tied to building permit 25-1123. He said a meeting with development services staff and a city paralegal lasted more than an hour but that code-enforcement professionals treated an apparent invalid permit as workable and that stairs were then built as a mirror image of an adjacent set. He said the administrative record was later manipulated and that a supervisor told him the city clerk is the supervisor's daughter, which Sheridan said affected the supervisor's willingness to make tough decisions.
Sheridan said he submitted a copy of his speech for the administrative record and asked the council for follow-up. The transcript records no direct staff response beyond that submission during the meeting.
