Resident accuses inspector of closing mold complaint; asks council to review public-records response

Candace Bills said she submitted a five-year public-records request for four addresses under the Public Records Act but received eight reports for only one address. "I'm just curious as to why I was stripped the other 3 addresses from the reports, why I'm not able to see them," she said, and asked whether records were being withheld.
Bills also accused a city inspector, named in her remarks as Enrique Delgado, of closing an inspection without entering a bedroom where the resident says mold and a problematic mini-split were located. She questioned the licensing and credentials of an outside mold inspector cited in the city's report and said the inspection outcome disadvantaged tenants while allowing landlords more leniency on deadlines.
A city representative (speaker 13) said staff would take the speaker's address and follow up with the reports and a review of the report referenced by the commenter. The council did not take further action during the meeting; the resident said she would submit her speech for the administrative record.
