Council approves SRWA operations staffing amendment to reduce temporary contracts

The Turlock City Council approved a staffing and administrative amendment to the Stanislaus Regional Water Authority operations agreement aimed at reducing reliance on temporary staffing and improving preventive maintenance.
A presenter for the SRWA told the council that the amendment would reclassify two positions and add one new full-time instrumental technician, which the presenter said would “reduce reliance on outside contracts” and strengthen succession planning. The presenter said the SRWA board had approved the amendment on June 18 by a 3-0 vote. “The item before you is a request for a budget amendment for the operations of the SRWA,” the presenter said.
The presenter described a fiscal-offset plan that would move $150,000 from the contract-services line to cover increased personnel costs this fiscal year; staff characterized the change as an administrative transfer rather than a request for new funds. The council opened public comment and heard none, then approved the amendment by roll call on a 4-0 vote.
Council members framed the change as a long-term reliability and succession-planning measure for the plant’s operations, and staff said the senior-level reclassification is intended to make it easier to recruit and retain higher-skilled operators. The decision follows SRWA board approval and will be incorporated into next year’s budget planning.
The council took no separate action beyond the vote to approve the administrative amendment; staff will implement the reclassifications and the new FTE in accordance with the operations agreement and the described internal transfer.
