Energy Safety, CPUC hold joint workshop to answer stakeholder questions on SB 254 implementation

A joint workshop hosted by the Office of Energy Infrastructure Safety and the California Public Utilities Commission reviewed implementation questions under Senate Bill 254 and invited stakeholder input on draft WMP guidelines.
Nicole Dunlap of Energy Safety opened the session and said the agencies received 44 questions and planned to respond to about 32 during the two‑hour workshop. "Generally, you can expect to file in spring. This is subject to change, of course, but very likely it will be no earlier than February and no later than April," Dunlap said when asked about timing for the 2028–2031 WMP filings.
Staff outlined four topic groups for the workshop—WMP submissions, WMP/GRC alignment, risk methodology and metrics, and the performance assessment process—and walked through written procedures for submitting follow‑up comments. Energy Safety reminded attendees that written comments are due to Energy Safety and the Commission by Thursday, August 13, and that the workshop recording and slides will be posted to Energy Safety's docket.
The session closed with an open Q&A in which utilities and intervenors asked for more detail on reporting requirements, audit processes, and how the RAMP and WMP records will be reconciled within the GRC process. Staff committed to publishing draft guidelines later this year and to additional public proceedings and comment opportunities once the draft is released.
