Committee briefing noted House Bill 1003 (act 687) mandates an annual enrollment report by Nov. 15 and, if the superintendent determines the district is in a state of overcapacity, requires recommended mitigation actions by Dec. 15. Juliana Lund said the superintendent may implement recommended actions unless the board rejects them by a two-thirds vote.
Lund noted the bill was specific to Orleans Parish and that staff will continue conversations about how the statute interacts with charter authorization by BESE and charter operations in the district.
