Chief McDonald told council that the Station 1 remodel construction (started in May) encountered several unforeseen conditions after demolition: sprinkler work requiring extension/modification; an unused chase opened to add office space; one exterior door had to be widened to 36 inches; gas, vent, electrical and data relocations; and subfloor remediation to allow new flooring. The additional scope and documented subcontractor costs totalled $29,771.37.
Chief McDonald said the additional work is documented and necessary for the project to meet design and safety standards; funding for the extra costs was described as 90% fire impact fees and 10% EMS levy/general fund. Council moved and seconded the contract modification to Laser Construction LLC (contract 25‑035‑AFD‑002). The motion passed by voice vote and the council authorized the mayor to sign the modification.
Council members discussed project oversight and whether public works engineering should manage similar future facility projects; the mayor and staff indicated the city is moving toward public works or facilities management handling non‑utility facility construction going forward to centralize project administration.
