Council approves $25,100 contract amendment for A Avenue Landfill groundwater work

Council heard an update and approved a contract modification needed to continue the A Avenue Landfill remedial investigation. Bridal Lunsford and consultant staff explained that an initial geoprobe could not reach the groundwater depth needed at several monitoring sites; the recommended solution is to add a sonic drill rig capable of reaching 20 feet (and up to 35–40 feet if necessary).
Council member Young moved to authorize the mayor to sign modification contract 21‑024‑LEG‑001 with Anchor QEA LLC to add $25,100 to the existing agreement, increasing the total contract to $2,917,376. The council approved the amendment by voice vote.
Lunsford said the sonic rig requires horizontal and vertical clearances (roughly an 8‑foot working width) and that three of four planned sites likely have sufficient access; Site 1 in the north may require in‑field adjustments to avoid cutting trees or creating a road. She also noted the work is anticipated to begin in September and that the contract contains clauses allowing adjustments in the field in coordination with Ecology and the contractor.
The contract amendment funds a different drilling method (sonic rig) after the geoprobe was unable to penetrate the subsurface conditions; staff said the sonic rig uses technology capable of cutting through concrete or denser strata. Council discussion focused on ensuring the agreement anticipates access constraints and protects the city fiscally as the contractor adapts on site.
What happens next: Work scheduling is set to begin in September; staff will coordinate with Ecology and the contractor to resolve Site 1 access or elevation issues as they arise.
