Board approves FY2026 CDBG and HOME annual action plan and delegates HUD environmental certification

"For the CDBG program, we are anticipating receiving $1,320,970," Raven said, and she also reported that under the HOME program the county anticipates receiving "491,319 and 73¢." Raven noted staff's recommendation to reprogram $150,000 from earlier annual action plans into housing rehabilitation and summarized administration and CHODO allocations.
After a brief clarification from a commissioner about whether the $150,000 reprogramming was included in the total, the board voted to approve the annual action plan and then approved a separate resolution delegating the role of certifying officer and local administrator for HUD-related environmental reviews to the director of community development. Both resolutions passed by voice vote.
The actions authorize staff to proceed with program implementation, application processing and the HUD environmental-review responsibilities assigned to the director.
