Henry County to apply for GDOT Local Roads Administration funds for resurfacing and stormwater work

Clayton, presenting for the county's SPLOST department, told the Henry County Board of Commissioners the county will seek FY2026 Local Roads Administration (LRA) funding from the Georgia Department of Transportation and reviewed a multi-year resurfacing program.
"Since 2020, over the last 5 and 6 years, this board has approved more than a $113,000,000 for road resurfacing and road repairs throughout the county," Clayton said, and described roughly $43,000,000 in current SPLOST-funded contracts and about 200 roads the county has approved for work. He identified priority segments including the four-lane section of Jonesborough Road, Heron Bay Boulevard (PCI 23.75), Strawberry Hills (PCI scores 17, 19, 42, 65), Moss Drive (PCI 30) and a Steele Drive section (PCI 16.8).
The proposal paired resurfacing with stormwater culvert design: staff described design services for a bridge at Gardner Road and a new box culvert at Mimosa Lane as eligible expenses under LRA, with construction to follow if federal funding is later secured. Clayton noted Georgia's FY2026 program could provide the county an additional $3,100,000 without a local match and said the department would advertise design and resurfacing projects this winter so work could begin in spring 2027 if awarded.
Commissioners praised the data-driven selection process. One commissioner said the county should continue advocacy for additional federal funds to build the bridge proposed for Gardner Road. After discussion the board voted to allow staff to apply for LRA funding; the motion passed by voice vote.
The request will return to the board if Henry County receives an award; acceptance of any grant and implementation steps will be considered at that time.
