Planner: Tinmouth's noncommunity public water system likely prevents Tier 1b status

Residents asked whether the town's NTNC (nontransient noncommunity) water system that serves the fire department, town and school would allow Tinmouth to qualify for Tier 1b eligibility. Stephanie Burke said the NTNC "wouldn't qualify as a public water source because there's no capacity in it" and that if the community could demonstrate reserve capacity for additional connections the town might meet Tier 1b criteria.
Burke explained that Tier 1b eligibility requires adequate public drinking water and sanitary sewer capacity for compact housing; without reserve capacity the village center would not meet the criteria. She suggested the select board could ask the Land Use Review Board for an interpretation if Tinmouth wants to pursue that route.
