Osseo board outlines year‑long attendance‑boundary review with September outreach

Osseo Public School District staff told the board the district will review elementary and middle school attendance boundaries over the 2024–25 school year and seek repeated community input before any final decisions. "We're here tonight to update you on next steps," John Morstead, executive director of finance and operations, told the board as he outlined the schedule.
Staff described a phased timeline: an initial public update and a digital feedback form in late September, scenario development in October and November, staff reviews in December, in‑person and online community engagements beginning in January, further adjustments in March, staff‑level school meetings in April 2025 if needed, and board review in April–May 2025. The district said construction and transition planning will occur so that new boundaries would be repeatedly communicated from January 2026 through August 2026 and take effect in September 2026. Kaye Balhalla, executive director of community relations, said the district will maintain multiple communication channels — a dedicated webpage, email/text notices and a hotline — and will offer multilingual outreach.
Board members pressed for specifics on the number of students likely to be moved. One board member asked whether the district could "quantify, like, approximately how many students will be impacted that will have a change?" Staff responded that the count is "not known right now" and that the district will report student‑impact counts and demographic breakdowns once scenario drafts are produced. Staff also reviewed nonnegotiable criteria intended to guide scenario design, including transportation feasibility, building utilization, enrollment projections, adherence to teacher‑student ratios and compliance with state law and district policy.
The board did not take a formal vote during the work session; staff said final boundary proposals will come back to the board for review and action later in the process.
