Board adopts revised library/instructional materials reevaluation policy after public comment, 4–2

The Osseo Area Schools Board approved a revised version of policy 6.52 (instructional/library material selection and reevaluation) by a 4–2 vote at its Oct. 22 meeting after an extended public-comment period and board discussion.

General counsel Amy Moore outlined the edits, noting clarifications that include allowing a parent or guardian to request reevaluation in writing or verbally to the principal or library media specialist, specified committee composition (including the director of learning and achievement and the director of educational equity on the district evaluation team), digitized forms and procedural clarifications that remain under administrative authority. "When parties disagree on instructional materials it’s important that a procedure is established so we maintain a clear and transparent process," Moore said.

Public commenters repeatedly urged the board not to ban books and to trust trained library professionals; teachers described literature’s role in students’ identity and learning. During board debate, a member cited state law as recorded in the meeting: "Minnesota State statute 120B.11 subdivision 3," saying districts must establish advisory committees that reflect the diversity of their communities. Directors discussed the policy’s history and whether changes merely formalize existing practice or alter who can raise a challenge.

The revised policy was approved 4–2. Board members who spoke in favor cited added transparency and committee safeguards; dissenting members voiced concerns about procedure language and asked for more staff feedback. The vote pertains to the policy language only; administrative procedures will be updated under the superintendent’s authority as noted in the packet.
