Staff says PRISM rollout creates tracking challenges but pledges further reporting

Commissioners asked for a report sooner than a year; several requested midyear and end‑of‑year reports on compliance. Staff said they would model realistic projections for goal attainment and present possible revised interim targets at an upcoming meeting.
