Robbinsdale schools present emergency-response overhaul: reunification, monitoring and training detailed

District student-services leaders told the Robbinsdale Area Schools board they have aligned emergency management to a four-stage model (mitigation, preparedness, response, recovery) used by FEMA and the incident command system. Executive Director John Gronke said the presentation aimed to clarify procedures and tools the district now uses.
"This presentation is directly aligned with our strategic plan, student engagement and well-being, with particular emphasis on, strengthening our practice around student, staff, and school safety," Gronke said. The district also said it has adopted the I Love You Guys Foundation's standard reunification protocol and uses Raptor for visitor management and drill tracking.
Presenters described layered preparedness: site-based crisis teams, annual plan updates, drills, two-way radios, camera audits and a district-wide Raptor implementation for visitor badges and drill logs. They also outlined psychological recovery work using PREPARE and district care teams that can be deployed to buildings to augment social workers and psychologists.
Board members asked for clearer triggers and communication rules for parent notification during a "hold" or other response level; presenters said there is not yet a single prescriptive list and that communications will be tailored based on incident scale. They also said trainings are ongoing and include cross-training multiple staff to avoid single points of failure.
