Committee member: A detailed recreation concept was presented calling for an outdoor refrigerated hockey rink (three rings or a smaller two-ring option) integrated with a community center and potentially city hall under one roof. The proposer framed the facility as both a community amenity and a revenue source through rentals, season passes and event bookings.
"We're talking 3 full hockey rings that are refrigerated," one committee member said while outlining the scale of the proposal, adding piping costs of roughly $250,000 for the refrigeration infrastructure. Speakers suggested partnering with neighboring towns or the school district to share costs and programming. The group discussed operations models (contracting out operations to reduce Public Works burden), seasonal uses, and ancillary amenities such as lighting and splash pads to increase year-round utility.
Participants asked staff to provide rough estimates and feasibility reports and suggested phasing—starting with a core rink and expanding later—so the project can be evaluated against CIP priorities.
