MSPCA tells council municipal animal-control work needs more resources, partnership

He described an "aged facility" at Boston's shelter and said more officers and resources are required for proactive, prevention-focused work rather than only punitive responses.
Kiley recommended better information-sharing across city departments, expanded outreach and the possible creation of an animal advisory committee that would include councilors, municipal staff and nonprofit partners to coordinate spay/neuter access, training and community clinics. He said the MSPCA stands ready to assist with outreach and resource connections, but stressed that sustainable municipal investment is necessary for long-term change.
