City awards sewer and drain work to RWC Enterprises; approves engineering support amendments

The Board of Public Works approved the award of the 2026 sewer and drain improvement construction contract to RWC Enterprises of Nashua, New Hampshire, in an amount not to exceed $749,395. Commissioners approved the award after staff said bids were received and RWC was the low bidder.
Commissioner Greg also moved and the board approved Amendment No. 1 to the IMEG engineering services contract in the amount of $388,000 to provide professional engineering services for the 2026 sewer and drain rehabilitation program, and the board approved a separate IMEG amendment of $118,935.50 for construction engineering services on the CIPP sewer main lining project. Staff explained IMEG provides local field observation, tracking, permitting and design support; the amendments are intended to help city staff manage multiple sewer contracts and construction activities this season.
Dan Hudson, the city engineer, described the IMEG role as on-site support during construction and design tracking: "They provide a full range of services. One of the main aspects is they're out in the field full time watching the construction occur," he said.
Funding for the contracts and amendments was identified through wastewater fund bond activities, sewer rehab and CSO flooding accounts. The board approved the awards and amendments; construction and engineering work will proceed under the terms approved.
