Federal reset tightens window for housing, appropriations; committee advised on riders

Don Gilchrist of Thomas Walters and Associates told the Legislative Program Committee that Congress is operating on a compressed schedule and faces partisan impasses that threaten timely action on housing and appropriations.
"Congress is on reset next week with a very short window to try to get some things done, before they leave town again, for August," Gilchrist said. He told members the 21st Century Road to Housing bill (H.R. 22) passed the House but has stalled in the Senate because of 60‑vote procedural requirements.
Gilchrist also warned committee members to watch policy riders attached to the Transportation-Housing bill, including language that would condition certain funding on compliance with federal immigration‑enforcement requests. He said the county had submitted comments supporting protections for mixed‑status housing proposals and offered to circulate the exact rider language to supervisors who requested it.
Why it matters: stalled appropriations and last‑minute riders can change funding flows or impose conditions that shift how counties deliver housing and transportation programs; staff told the committee they will continue lobbying and tracking changes.
