Jessica Alexander told the BCA that Vitell completed a state form that allows the company to pursue appeal options outside the town process: "Vitell is a wireless company that has infrastructure in Jericho, and they appeal I or they they are opting they filled out a form at the state level to bypass the board of civil authority and go directly either to the state appraiser or the superior court."
