Administration told the board the state republished levy certification reports and recommended the district certify the preliminary levy at the maximum amount to avoid being under-levied if state numbers change. "Right now, our district has the ability to levy $4,285,258.73," the presenter said, calling that a 2.97% reduction from last year and noting shifts in fund-by-fund levies (SEG 1552–1556, SEG 1569–1576).
The presentation included background on the statewide funding gap since 2003 and comparative per-pupil and per-household tax impacts for neighboring districts. Administrators described outreach plans for an operating referendum with at least four public meetings (Oct. 8, 14, 22 and 28) and a Nov. 4 election date; the board discussed messaging and slides to explain tax impacts and available tax-deferral/refund programs for homeowners (SEG 1661–1696, SEG 1891–1896).
After discussion, the board moved to certify the preliminary levy at the maximum and later approved a resolution to conduct the truth-and-taxation meeting on Dec. 15 at 6 p.m. The administration emphasized that if the state reruns numbers upward after certification, the district could be under-levied unless the board certified the maximum now (SEG 1572–1576, SEG 2676–2691).
