Board clarifies when the public may speak under Policy 1400

President Don Waitalla explained adjustments to the board's public-comment process at the start of the July 27 meeting, clarifying that Policy 1400 provides two types of opportunities for public comment: a general comment period at the beginning of regular meetings and additional item-specific comment when the board designates an agenda item for public input.
Under the explained interpretation, each in-person or remote commenter may speak for up to three minutes; written comments may be submitted before or after the meeting to the superintendent and will be shared with directors. "During that comment period, individuals wishing to address the board may speak for up to 3 minutes per person on topics within the board's responsibility," Waitalla said.
The president said the adjustments aim to reduce confusion about when item-specific comment applies and preserve the general comment period; he also noted the board retains authority to interrupt or terminate remarks that are abusive or irrelevant. The board moved on to votes and other agenda items after the clarification.
