The town clerk will distribute applications to council members; if no councillor files a legal objection within 72 hours, the mayor has authority to approve the permit. If a councillor raises an objection on legal grounds, the permit will be scheduled for a public special meeting. The council described the approach as an attempt to balance faster approvals for event organizers with the public’s right to raise legal concerns.
During debate councillors and the town attorney discussed edge cases—such as recurring events and multi‑day “picnic” permits—and emphasized applicants cannot use the process to circumvent state Alcoholic Beverage Control rules. One councillor noted previous incidents in which applicants sought a recurring or extended permit inappropriately, and another urged the town to include language restricting recurring approvals and limiting event length to one week.
The motion, as amended in discussion, passed on a roll-call vote. The council’s adoption is an administrative procedure (not an ordinance) and took effect immediately.
