Commission approves Page Senior Housing preliminary plat with conditions

The Planning Commission unanimously approved preliminary plat approval June 16 for the Page Senior Housing project, a proposed 20‑lot (twin homes) development on about 3.23 acres under Alpine’s senior housing overlay zone.

Planner Caden Lyon summarized staff findings that the proposal met density rules for the overlay (maximum eight units per acre) and that each lot meets minimum spacing; staff, however, flagged open items: the exact alignment of the Dry Creek trail must be resolved before final plat approval, the developer must execute a developer's agreement, some visitor parking stalls encroach into the street setback and must be rearranged or an exception pursued, and Patterson Homes must satisfy Alpine Irrigation water‑share requirements before final plat recordation.

Ross Welch, representing Patterson Homes, said the company reduced the approved rezoned plan from 24 to 20 units to increase unit footprint and that the standard unit provides about 1,950 square feet on the main floor with an optional basement. Welch said the applicant will coordinate the trail connection and parking adjustments; he also confirmed the developer will work with the city on required water shares.

Jeff Davis moved to approve the preliminary plat subject to: determining the trail location prior to final plat, entering into a developer's agreement before final plat approval, adjusting additional visitor parking to meet code and removing front parking that encroaches in the setback. The motion was seconded by Suze Wittenberg and passed unanimously.

Staff will follow up on the trail alignment, parking locations, water‑share transfer and any minor redline corrections in the plat packet before the final plat is recorded.
