City staff and the project team delivered a preconstruction update on the Public Works operations complex and described a multi‑discipline value‑engineering (VE) process that is refining design, constructability and cost. Eric Laius, the city's public works director, introduced the owner's rep, architect and contractor and said the team has completed geotechnical work and 100% design documents.
"We are not at a 100% design completion. We are not at a 100% construction documents," Morgan said, describing the team's current refining phase and explaining that the VE workshops produce rough order‑of‑magnitude options for council consideration. Team members said one significant VE option is shifting construction to a dry‑season start to avoid remobilization and reduce earthwork costs.
Architect and contractor representatives listed possibilities under review, including consolidating buildings to reduce retaining walls and refine foundation strategy after geotech findings. The team said it will present a prioritized list of VE items, have the architect update design documents, and then ask the contractor for an updated estimate that could lead to a GMP request.
Council members emphasized functionality as the top priority and offered to participate in review of tradeoffs so VE decisions do not undercut long‑term utility. Staff said they will return with refined estimates and proposals for council direction before awarding a GMP contract.
