Richardson explained the BCA uses a 100‑point scale and that buildings receive periodic comprehensive evaluations, noting the district's most recent independent assessment was completed in 2023. He told the board the BCA helps prioritize maintenance to protect taxpayer investment and to keep the district eligible for state capital funding through the Asset Preservation Program.
