Recommendations include standardizing eligibility and documentation for small‑grant programs (Restore, ReSecure, small‑walls), requiring stronger applicant readiness and validated construction pricing for gap financing requests, clarifying prevailing‑wage expectations for any portion of a project funded by TIF, and introducing consultant‑fee recovery for third‑party underwriting (suggested $10,000 application fee to offset analysis costs).
Staff and the redevelopment advisory board proposed clearer expiration rules for incomplete applications, a public‑improvement‑only gap option, and tighter processes around property acquisition, disposition and performance milestones. The council discussed the role of the advisory board in review versus items that should appear on the consent agenda; staff will implement a bright line that consent‑agenda items bypass RAB review to improve efficiency but will return formalized program text for RAB review and a final council vote.
Council members stressed transparency, avoidance of retroactive TIF for completed projects, and stronger clawback/performance language. The council voted to direct staff to draft the formal program language and return it to the RAB for recommendation before final adoption by the council.
