Board adopts project labor agreement to standardize county construction work

The Board of Supervisors unanimously approved a resolution authorizing a project labor agreement on Sept. 9 that will govern certain county construction projects and streamline labor negotiations. Supervisor Corso, a co‑sponsor, said the PLA will avoid time‑consuming one‑off negotiations and provide predictability for projects and workers. "This ordinance is both strong and responsible," she told the board during debate.
Labor leaders addressed the board in support; Bart Pantoja of the Building & Construction Trades Council thanked supervisors and staff for negotiations and said the agreement will protect workers and speed delivery. Several union representatives and apprenticeship stakeholders told the board that PLAs keep bids competitive while ensuring trained workers and fewer safety incidents. The board recorded a unanimous roll call in favor of the resolution. County staff said the agreement phases in thresholds tied to inflation and contains common‑sense exemptions for emergency work.
