The Senate Judiciary Committee convened in a special session to consider Senate Bill 2001, a wide-ranging package to unify and reform youth courts across the state. The chair opened the meeting by framing the bill as mostly the text of the conference report — "65 to 70% of the conference report" — and told members that "the bill itself is effective upon passage," but that many provisions are staged to take effect later, with a major phase-in on "07/01/2027."
The chair said litigation and interpretation issues after an earlier July 1 effective date led the governor to call the special session. He told members that some repeal dates in the package were extended to 2029 and described the bill as an effort to reduce the current patchwork of youth-court practice. "This is not about anybody in particular," he said, urging members to focus on improving outcomes for children. The committee spent the session focused on implementation timelines, funding pieces, and questions from senators about how the unified system would work in counties that already operate youth-court divisions.
