New nonprofit proposes athletic upgrades; board flags underground constraints

At the meeting's public-comment period, Jacob Cantrell introduced a new local nonprofit, the Cougar Legacy Foundation, which he said will focus on upgrading and developing athletic facilities across Cascade School District 5. Cantrell said the group's immediate priority is resurfacing the track because of safety concerns from cracking and root damage and said the foundation is pursuing grants and community partnerships to fund work.
"I have recently started a nonprofit called the Cougar Legacy Foundation that will be geared towards upgrading and developing new athletic facilities at Cascade and surrounding schools within the district," Cantrell said, describing early fundraising and grant-seeking efforts. Board members and administrators welcomed the community initiative but cautioned that subsurface constraints — including utility easements and drainage/leach lines — will need technical review before any large construction can proceed. Superintendent Drill noted easements and infrastructure issues and urged collaborative planning with district staff and contractors.
Administrators suggested Cantrell and the foundation coordinate with the district's athletic and facilities teams to map underground constraints and identify reachable projects and grant timelines. The board encouraged continued dialogue and review of feasibility before committing district resources or including projects in bond planning.
