OSBA facilitator trains Santiam Canyon SD 129J board on governance and public meetings law

Kristen Miles of the Oregon School Boards Association led a governance training for the Santiam Canyon School District Board of Directors during the board's Dec. 4, 2025 work session. Board members were briefed on how the board’s decisions and practices can influence student outcomes and on practical expectations for board-staff interactions.

Ms. Miles reviewed a range of topics including “Why Does the Board Matter?,” leadership team roles, the distinction between governance and management, balanced governance, and scenarios involving conflicts of interest and standards of conduct. She emphasized compliance with public meetings rules and related training requirements.

On member conduct, Miles told the board that, despite having an agenda, members should feel empowered to pause for discussion when needed: "even though there is an agenda, if the board has questions or wants to stop and talk about something specific it is important to do that." The presentation also advised members not to surprise the superintendent with unexpected questions at a meeting and to contact staff as parents regarding individual students rather than acting in a board capacity.

Miles noted a requirement for public officials to take an OGEC-approved Public Meeting Law class; board member Carl Anderson asked where to find the class, and staff member Krista Nieraeth said she would send the OSBA link that meets the requirement. Miles also said she would send the presentation to board members for their reference. The board discussed the training topics throughout the session.
