Director Ivey outlines integrated guidance framework to target tutoring, attendance and SEL

Director Ivey, presenting to the North Wasco County SD 21 board, described an Integrated Guidance Framework that the district will use to coordinate systems supporting instruction, attendance and social-emotional learning. The framework includes a "12-step planning and application process," instructional coaching and professional learning, high-dosage tutoring and a tiered attendance framework; funding is supported by federal school improvement dollars and targeted to cohorts identified through needs assessments.

Board members pressed for details on budget and classroom impact. Chair Betsy Hege (Chair) emphasized teacher input and investigating implementation friction as keys to continuous improvement, and Director Kramer highlighted needs in K–3 reading, truancy and behavior as early priorities. Director Ivey said data will be broken down by grade level to reflect different teacher needs and that Tier 1 supports will target both academics and behavior "aiming for joy in the classroom." Next steps include sharing board feedback, designing a shared vision, and collaboratively refining tiered interventions.
