Superintendent reports on cell phone ban guidance, bond timeline and property offer

Superintendent Matt Combe provided operational updates at the Aug. 11, 2025 meeting, saying state agencies have not yet issued final guidance on the Governor's Executive Order regarding a statewide school cell phone ban and asking the board to review MCSD's existing policy while awaiting ODE guidance.
Combe also reported that the MCSD Bond Project is moving forward and referred the board to an Aug. 11, 2025 press release with updated timelines. He said Gabe Hansen and Superintendent Combe have submitted an offer on the UMCHS property adjacent to RJSH and that Dan Daltoso is presenting the proposal to UMCHS's finance committee for review. Director of Educational Services Marie Shimer reported summer meals averaged about 80 students per day in Irrigon and about 250 per day in Boardman; a grant-funded digital summer reading challenge retained 10 students to program completion.
Combe thanked staff for summer academic programming and reminded the board that staff in-service will take place Aug. 18–23 and students begin Aug. 25, 2025. He also asked for a board member to deliver the welcome address at the Aug. 19 district in-service at The Sage Event Center in Boardman.
