Board approves ESD Local Service Plan that adds nurses and sustains regional supports

The North Wasco County School District 21 board unanimously approved Resolution 25-26-07 on Feb. 19, adopting the 2026–2028 Education Service District (ESD) Local Service Plan.
Dana Pedersen, superintendent of the regional CGESD, told the board the ESD supports special education, early childhood special education, technology services and school improvement work, and that "the ESD's annual budget is funded roughly 50/50 through grants and other revenue sources, with about 90% of funds flowing directly to districts through services and pass-through funding." Pedersen said the ESD also offers optional AI training and operates the regional STEM Hub.
Board members asked how district IT support is staffed; Pedersen explained IT technicians are ESD employees who serve multiple districts so smaller districts can pool resources and access more qualified staff. The presentation noted the ESD coordinates programs including school safety, migrant education, Native American student supports and 21st Century afterschool initiatives.
Resolution 25-26-07, as presented, also added nursing services to the ESD agreement and adjusted psychology services pass-through arrangements. Director Kramer moved approval and Director Jones seconded; the vote was unanimous.
