District presents integrated guidance plan and warns of funding uncertainty

The Milton-Freewater Unified School District No. 7 board heard a detailed presentation on the district's integrated guidance plan, which combines SIA, early-literacy, high-school-success and early-indicator funding into a single strategic narrative. Staff laid out priorities including student success coaches, instructional coaches, family liaisons, trauma-informed supports and expanded dual-language programming.
Administration emphasized tiered budgeting tied to uncertain state allocations and said the district intentionally reduced one-time consumables in favor of sustaining staff positions. "The verbiage that we're using is no longer developed, but more of sustainability, refining, academic growth, and whole child well-being," the presenting staff member said. Trustees discussed which positions rely on secure revenue streams (the high-school-success and student-success dollars) and which depend on less-certain grants. The district will present the plan back to the board for approval before submitting it to the Oregon Department of Education for review and quality assurance.
