Town says charter prevents planned supplemental mill-rate billing; August collection expected

Town staff and board members explained that a recent attempt to apply the existing mill rate on a July supplemental billing and then adjust in January ran afoul of charter requirements.
"It turns out that we can't do it," a staff speaker told the board, saying the charter lacks authority for supplemental bills. Staff said the tax collector and town attorney advised that the motion made earlier did not legally set a mill rate and therefore the planned supplemental automobile billing approach would not work.
As a result, staff said the town expects to collect those taxes in August and warned the board it "may have to dip into the general fund until we get taxes starting to be collected." The board directed staff to monitor cash flow and report follow-up actions to manage timing.
