Council accepts Roxanne O'Neil's resignation and appoints Tom Lehman to vacant seat

The Hays City Council unanimously accepted the written resignation of Roxanne O'Neil and moved to fill her seat by appointing Tom Lehman.
At the start of agenda item 4d, Mayor Harvey Davis read the resignation request and several members praised O'Neil's service. "She's a valuable member of the council," one member said before the council voted to accept the resignation. Under agenda item 4e, Councilmember Dennis Blake nominated Tom Lehman, citing his involvement with city committees and budget work: "He's been very involved in the city for several years...he's been on the budget committee," Blake said. The nomination was seconded and the council voted 4–0 to appoint Lehman to Place 5.
Council members discussed logistics for swearing in and paperwork. Staff said the oath of office must be taken aloud and forms signed before the appointment is finalized: "He has to be sworn in," a staff member said, and the group agreed Lehman would sign paperwork and remain after the meeting to complete necessary steps. The mayor and council welcomed the new member and instructed staff to prepare the certificate and records.
