Coppell council weighs local e-bike rules as state preemption and safety concerns grow

Councilors, staff and police representatives spent an extended portion of the meeting discussing e-bike safety and how municipalities can respond given current state law. One council member warned about modified e-bikes becoming more like motorcycles and the dangers that creates: "Kids are altering it to make it fit into a different definition, more of a motorcycle," a council member said, describing how online modification kits can increase top speeds beyond retail limits.

Staff and council debated whether to pursue a state definition change, a local ordinance, or coordinated action with neighboring cities and professional organizations. Staff noted that state statute currently treats e-bikes similarly to bicycles and said efforts to change definitions at the state level would require a sponsoring legislator; councilors discussed short-term local steps such as stricter helmet enforcement for under-16 riders and drafting a local ordinance that defines permitted devices and where they may operate. Several members asked staff and the legislative consultant to survey other cities and return recommendations on a combined local and legislative strategy.
